• USA and terrorism: In 2002, the US recognized as a terrorist organization on the Terrorist Exclusion List, under Section 11 of the US Patriot Act. This action significantly altered the discourse surrounding the LRA. Most significantly, it served to delegitimize the LRA movement as no longer being a solely “rebel” army. (Thus, any legitimate grievances of the LRA could be disregarded.) It gave the GoU? license to frame its policies in a much more alienating manner.
• World Bank Influence: with 40% of the Ugandan budget coming from international aid, donors have an enormous influence on policy, both in terms of conflict and in terms of national public policy.
