What is Wiki Africa?
Wiki Africa consists of multiple stakeholder and country pages, which shed more light into the cultural, economical and political complexities of a Country. All users are allowed to view and edit the wiki pages. As an ongoing effort to increase understanding and cooperation for the study of policy and security on the African continent, we propose providing the above information service tool.
Users are encouraged to add information on potential Country Stakeholders and post blogs on upcoming events. Please provide us with feedback regarding this endeavor.
Stakeholder Analysis:
A stakeholder is an actor, group of actors, or organization who has a role or voice in policy formation, adoption, and implementation in a given country. Following is a stakeholder classifcation scheme, the acronyms beside each name signify the coding scheme that we will use on this project.
Stakeholder Classification Scheme (
SCS)
1. Political/State (
PSL): This group is defined as stakeholders who are members of the executive, legislative, judicial, or bureaucratic elements of a state.
2. Tribal/Clan (
TCL): This stakeholder group represents indigenous tribes or clans that share a common cultural and/or ethnic identity.
3.
NGOs (
NGO): A formally constituted non-governmental agency that expresses a specific policy/set of policies for a given country/region. This formal constitution may occur at several different levels. For example, local/community, national/regional, or international. Specify at what level the
NGO is constituted or recognized.
4. Criminal Syndicates (
CYS): A group of actors that engage in ‘illegal’ activities for the purpose of making monetary profit. The term ‘illegal’ is relative. For example, local/tribal law, state/regional law, and international law. Thus, you would have three classes of criminal syndicates
5. Terrorist Organizations (
TRO): A group of actors that is not a ‘formally recognized combatant’ that engages in hostile activity against other stakeholder groups in a country/region. Like criminal syndicates this can be tricky to define.
6. Militias (
MIL): A group of actors that engages in hostile action against other stakeholder groups and holds territory, but is not a political/state actor.
7. Cultural Leaders (
CUL): Religious/spiritual leaders who may have sway over certain portions of a populace.
8. Firms (
FIR): Registered companies that carry out business activities in a given country. ‘Registered’ can be interpreted as local/community, country/regional, and international. As business law differs between countries in Africa, the boundaries are somewhat fuzzy.
Many stakeholders will fit more than one categorization. For instance, British petroleum in Nigeria might read:
Nigeria—British Petroleum
FIR
NGO
Stakeholders can be external actors to your countries. For instance oil companies in the United States and Europe may be important stakeholder to consider in the analysis of Nigeria. In other words, stakeholders are not limited by geographic boundaries. However, they do have interests that can be considered localized in a given country.
